Increasing memory assigned to Minecraft might help slightly, but probably not much. I mean, it is Java we’re talking about here, the C++ version (Pocket Edition, Win10 version) would probably load much faster, as it’s a more efficient programming language.

Why is my computer so slow on Forge?

As far as I know it has more to do with how Forge loads mods than your computer’s performance; other than making sure enough memory is allocated, running MC from an SSD and removing mods form your pack there isn’t anything you can do about that.
