try using Multiverse-Core plugins and disable spawn mob in the world you want inside the world.yml file
There is a few suspects, but I am unfamiliar with some of these plugins, however a skyblock has mob spawn limits in its config file, I think that might be your problem, set all the spawn limits in the askyblock config to -1.
